Steve Davis represents insurers, producers and other intermediaries in regulatory matters, complex business litigation and coverage disputes. He provides legal services covering broad segments of the insurance industry, including property-casualty, life, health, long-term care, disability, D&O, E&O and other special liability lines. He also provides counsel to a variety of businesses on their insurance programs.

From 2003 to 2006, Mr. Davis served as chief counsel for the Pennsylvania Insurance Department, where he was responsible for advising the Insurance Commissioner, the Governor’s office and all Department program areas on regulatory and litigation matters. Mr. Davis served as the Department’s legal liaison to the National Association of Insurance Commissioners, and he managed the Department’s legal team, overseeing all legal matters involving:

• company and producer regulation and enforcement
  
  
• troubled company workouts
  
  
• general surplus management issues
  
  
• receiverships
  
  
• statutory interpretation and development
  
  
• rate and form filing disputes
  
  
• Mcare/medical malpractice liability coverage matters

Mr. Davis’ current practice includes:

• resolving insurer and producer disputes with government regulators and law enforcement
  
  
• conducting internal investigations for companies on sales and claim-handling practices
  
  
• representing life insurance/annuity and health companies in claims and policy performance disputes
  
  
• representing health, disability and long-term care insurers in claims and provider reimbursement disputes
  
  
• representing property-casualty insurers in commercial and personal lines coverage disputes, including environmental, toxic-tort, homeowners, motor vehicle and flood-related coverage litigation
  
  
• assisting policy holders and insurers with director and officer coverage placements and disputes
  
  
• addressing coverage issues arising in connection with insureds in bankruptcy
  
  
• providing guidance on policy drafting and rate and form filing issues for various lines
  
  
• designing and implementing regulatory compliance programs
  
  
• engaging in insurance industry legislative affairs initiatives
  
  
• structuring insurance programs for business clients
  
  
• representing producers in licensing, enforcement and litigation matters, including premium/commission disputes
  
  
• providing expert testimony on insurance, regulatory and policy-interpretation issues

In addition to his insurance focus, Mr. Davis has experience handling a variety of general litigation matters including professional liability defense. He is the firm’s Pro Bono Coordinator and actively participates in Philadelphia’s Volunteers for the Indigent Program. He has also served as an instructor for the Insurance Society of Philadelphia and Pennsylvania Bar Institute. He is a founding member of the Board of Governors for St. Joseph’s University’s Academy of Risk Management and Insurance.

Mr. Davis was named a Pennsylvania Super Lawyer® consecutively since 2009 by a vote of his peers. In 2006, The Legal Intelligencer recognized him as one of Pennsylvania’s “Lawyers on the Fast Track.”
