|"Proposed 2009 county budget includes 4% tax increase"

Val DiGiorgio is quoted in this article on the proposed 2009 budget cuts for Chester County, Pa.
Controller Val DiGiorgio, however, said that even if the county borrows only half of the $20 million, it might be able to save more open space because of the lower land cost.
"You can get a lot more for $10 million than you used to," he said. "I'm not saying we do this, but we need to have a conversation with the public" on whether to defer some bond issues for open space.
DiGiorgio delivered a list of proposed savings to the commissioners he said his staff had prepared. They included cuts in travel expenses, a freeze in employee raises, deferment of capital projects, and a review of mileage reimbursements. He even suggested buying a fleet of county cars to offset mileage costs.
He also suggested that the county begin looking at bringing in a private management firm to run the Pocopson Home, although maintaining it as a county-owned facility.
