Jordann Conaboy is a former U.S. Department of Justice lawyer who has led healthcare and commercial litigation from all angles — as a federal prosecutor, a government enforcement lawyer, and counsel for clients bringing and defending against large-scale lawsuits and arbitration proceedings throughout the United States. At Stradley Ronon, Jordann handles complex litigation and internal investigations for a wide range of clients, including businesses operating in highly regulated fields such as the healthcare, managed care and pharmaceutical industries.
Jordann also serves as counsel for individuals and entities facing government investigations, prosecutions and enforcement actions. Jordann’s matters often involve cutting-edge legal issues and high stakes, ranging from claims for substantial damages and penalties to actions involving potential criminal and regulatory sanctions.
Immediately before joining Stradley Ronon, Jordann served as an assistant U.S. attorney for the District of New Jersey, where he acted as a criminal prosecutor and an affirmative civil enforcement attorney focusing on healthcare fraud and corporate matters involving violations relating to opioids and pharmaceuticals. In his civil and criminal roles with the Department of Justice, Jordann handled numerous matters involving hundreds of millions or billions of dollars. He received accolades in both capacities, including the 2023 U.S. Attorney’s Award for Superior Performance in Affirmative Civil Enforcement and the 2024 Federal Law Enforcement Prosecutor of the Year Award.
Prior to his government service, Jordann was a partner at a national law firm, and before that he worked at a Philadelphia litigation firm and as a law clerk in the U.S. Court of Appeals for the Third Circuit. Throughout his career in private practice, Jordann has litigated disputes in courts and arbitration tribunals throughout the nation, with an emphasis on healthcare and commercial matters. His clients have included plaintiffs bringing large-scale fraud and RICO claims; individuals facing government investigations and prosecutions; and businesses defending themselves against claims involving managed care disputes, the Employee Retirement Income Security Act (ERISA), insurance coverage, partnership disputes, personal injury and wrongful death, contract disputes, and constitutional issues.

Obtained a $37.4 million verdict from a California jury for a health insurer and plan administrator in a healthcare fraud and kickback case against surgery centers and their owners.
Represented the United States in a case against one of the largest drug distributors in the world with billions of dollars in penalty exposure at issue. Briefed and argued the government’s successful opposition to the defendants’ motion to dismiss.
Won the dismissal of ERISA and common law claims brought by a plaintiff seeking more than $50 million.
Represented the United States in investigations and challenges in opioid-related matters that resulted in more than $1 billion in settlements.

Successfully arbitrated numerous breach of contract and underpayment claims on behalf of health insurers and plan administrators facing tens of millions of dollars in potential damages.
Represented a casino in multiple enforcement actions and licensing-related matters before the Pennsylvania Supreme Court and the Pennsylvania Gaming Control Board.
Criminal Matters
Obtained a guilty verdict from a jury in a bribery and conspiracy case.
Obtained convictions against multiple defendants charged with healthcare fraud, wire fraud, and anti-kickback violations in connection with a $150 million mail-order pharmacy scheme that targeted pharmacy benefit managers, insurers and health plan administrators.
Represented multiple clients who were not charged after being subjects of a grand jury investigation that resulted in others being charged with murder, manslaughter, reckless endangerment, conspiracy, and causing a catastrophe.
Successfully prosecuted numerous owners of marketing firms who paid kickbacks as part of a $140 million scheme involving compound medications.

Jordann volunteered with the reentry courts in the Middle District of Pennsylvania and the District of New Jersey, and he maintains an active pro bono practice.
