Jonathan Bloom is a go-to employment adviser and litigator who provides practical, creative and strategic advice to clients, positioning them to achieve their business objectives. Jon proactively tackles disruptive issues percolating in the workplace, litigates issues when appropriate, and responsibly pursues settlement opportunities. Jon’s broad client base includes private and public companies, governmental entities, business owners, management and executives in an expansive cross-section of industries, both in the United States and globally. He has been actively involved in Meritas, an international affiliation of law firms in more than 200 markets worldwide, having served on its executive committee, board and other leadership positions.
Chair of the firm’s employment and labor practice for almost two decades, Jon is called upon to address clients’ most difficult, frustrating or aggravating issues, sometimes as their trusted counsel and other times as their zealous litigator. Issues include wage and hour compliance and class action defense, workplace violence, drug and alcohol use, sexual and racial harassment, whistleblower claims, reductions in force, executive employment agreements, discipline and termination, Family and Medical Leave Act (FMLA) leave and disability accommodations, remote work policies, employment issues in the M&A context, and internal complaints and investigations.
Jon also has an active practice representing parties in restrictive covenant matters (or so-called “employee departure” cases), litigating non-competition, non-solicitation and confidentiality agreements, along with trade secret issues. Prior to litigation, Jon counsels clients regarding the enforceability of restrictive covenants and then partners with clients to design a strategy to achieve their competitive objectives. Clients call on Jon when their employees leave to form or join a competitive business, solicit customers, hire their employees, and/or pilfer their confidential documents or misappropriate their trade secrets.
For almost 30 years, Jon has represented Pennsylvania’s Senate and House of Representatives, legislative leaders and individual legislators on a wide variety of high-profile cases implicating the Legislature’s institutional interests. His constitutional litigation work has included defending the Pennsylvania General Assembly in a variety of contexts, including the establishment of gaming, the institution of hate-crime legislation, defending the mail-in ballot statutory scheme used in the 2020 election cycle, the right to a jury trial and bail, statewide court funding issues, legislative prayer, the contours of the constitutional speech or debate privilege, and numerous other legislative issues. He has appeared and argued before the Pennsylvania Supreme Court in various constitutional matters.
